iCloud Music Library issue preventing music sync from PC to iPhone 17 Pro Max

ICloud Music Library is NOT on. I've gone into Edit-Preferences-General and turned it off, but it still says it's on and will not let me sync my music. I just got the phone and 3 free months of Apple Music. I don't know what causing this, but I'd really like it to stop!
