AirPods Max playing noise on mute/ volume all the way down

I was playing a Roblox game & got tired of hearing the music, turned my phones volume all the way down. The game’s noise got low but it won’t turn off. I even changed the volume on the headphones themselves and it’s still acting up. I know that if your phone volume is high the headphone volume can be high as well, but my phone speakers are also not supposed to be on.
