Airpods pro 3, location only updates when near my ipad.

I have a brand new pair of Airpods pro 3 that I use on my ipad pro and Android phone. I setup and updated to the latest firmware through my ipad, which is also on the latest iPAD OS version. Both airpods and ipad are on the find my network and have the location updating capability activated. The problem that I am having is that the location of the airpods only updates when near my ipad. For example, I leave my ipad at home. At work I use my Android phone, but I have many iphones around me. The location always stays the same, at home for the whole day. I check the location through icloud web using my Android phone or windows laptop. Isn't the airpods case supposed to connect to the Find My network and update the location connecting to other iphones? I should get an update that my airpods are at the office at least once during the day. Any ideas about what could be going on? If this is the normal behaviour, the tracking functionality is useless for finding lost airpods.
