iCloud Not Downloading Images to My Windows Computer

For some reason, the question and thread pertaining to this issue was closed. This problem persists. What is a fix that will stay fixed? Is this an Apple iCloud bug? I have done what was suggested for a "Mac" in the old thread, but it does not work. Sometimes the images will download but other times they do not. There have been multiple issues in the past with iCloud.

FYI - About two months or so ago, I got on the phone with a technician who instructed me to create yet another iCloud photo folder. I had done this before which it then began to fail, i.e., the images would no longer download. It's happening, again.
