I can't change my country or region or storefront information for my apple ID. Help!

I have left the country where my App store was located, and on leaving, my bank account was closed (the account was linked to the app store). Since leaving, and moving to a new country, I have tried to change the country and add new bank details, but it will not let me do this. It will also not accept bank details for an international card, which I know was accepted in the previous country. I have cancelled all subscriptions, unlinked from a family account, and have no balance in the app store. My son made a purchase in the app store when my old card was removed, and Apple is now saying that i have an outstanding balance, but wont let me change the country to put in a new, active payment option. I am now losing access to apps that need to be updated because I'm stuck in a chicken and egg situation of can't change country and have payment info ready for new country. I am on the brink of leaving apple and going android. I move regularly across the world have NEVER had this problem, having changed country and app store location at least 4 times. Please help, I am desperate. Any ideas? And any way to contact Apple? I have done everything suggested on their site, but can't contact them directly from where I am. I am soooo frustrated and need help. It's become urgent that I get this sorted because I can't access essential apps like my bank any more.

The article Change your Apple Account country or region - Apple Support describes how to change your Apple ID country or region, and the requirements and results of doing this.

You may encounter various issues and here is how to deal with them:

● Subscriptions

Make sure you have canceled all your subscriptions (see: If you want to cancel a subscription from Apple - Apple Support ) and wait for any memberships, pre-orders, movie rentals, or season passes to fully expire. Items will still be active until their expiration date. You need to contact Apple and request any ongoing items you have be ended immediately if you do not want to wait until they expire naturally.

Remove all your Apple Account balance using one of these ways:

- Add a credit or debt card as a payment method to your Apple ID and buy items just in excess of your remaining Apple ID balance. This will use up all the balance and any excess will get charged to the card, leaving nothing in your account.

- Contact Apple using this link --> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0998&symptom_id=20198 and ask them to remove your balance (they will keep it).

● Payment Methods. In the first link above Apple says: "Make sure that you have a payment method for your new country or region." Refer to the list in: Payment methods that you can use with your Apple Account - Apple Support Note that some payment methods in that list may not be acceptable to set as a payment method for country change purposes.; for example, account balance.

Here is where I challenge declarations made by other forum contributors that the payment method must come from the new country. Apple does not say that. The statement from Apple, and Apple referring to the link, to me only says that the broad payment type must be valid in the new country (e.g., mobile billing is not valid in all countries). I do not see anywhere where it says the specific payment method (e.g., the bank issuing a credit card) must originate from the new country. Apple through the years appears to have deliberately avoided making a simple, clear statement about this, which suggests to me they have more complex criteria other than it must be a payment method from the same country (e.g., the billing address has to be in the new country even if the card is from a different country). Still, using one from a financial institution in your new country may be the easiest way to ensure you don’t run into problems.

● Pending purchases and refunds

If you have pending purchases, or refunds in the process of being returned to you, you will have to wait until these clear.

● Leave or disband any Family Sharing groups.

Refer to How to leave or remove a member from a Family Sharing group - Apple Support

Select your country (if you do not see your country, also look for "other" regions; e.g., "Other Africa"), then "Choose a product". Click the "show" item under each category for more selections. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

If by "outstanding balance" what you really mean is you still owe Apple money, you will have to find a way to add balance to the account. You can do that with a gift card from the old country, but you'll likely end up with a lot of money left over you will either have to spend or donate to Apple. Ideally you would add a payment method from the old country. Unfortunately you have left this very late in the game because another problem you may encounter is if you need to call Apple from your new country they cannot help you with an account based in the old country. There used to be workarounds but unless you can get online assistance to the old country, Apple's telephone numbers for a country only work from that country itself. If you cannot get help with this then you may have to do as Apple suggests at the end of their change country article and set up a new account.

If your account is still to the old country then click Check your Apple Account balance - Apple Support for a link to the chat service. It should route you to your account's support services. If I do it I see a chat option for asking Apple to remove my balance. If you do not see the one you need, try any route until you see a chat option and ask to be redirected.

As I said earlier, Apple has made it pretty much impossible to contact them by phone from a second country if you need help with an account set to a first country. The exception may be if both countries have to use an "other" country method. So if you are in S. America and neither country has its own line, you might be able to use a common "other" number for help in both of your countries. I'm just inferring that here and I have no idea if that is how it works.

If the issue is with a subscription that you have canceled but it still has to run its course, then if you cannot contact Apple you will just have to wait, unless you can get a chat person to help you.

Thanks for this.

You need to contact Apple and request any ongoing items you have be ended immediately if you do not want to wait until they expire naturally. - how? This is where i am struggling. I have no way of contacting them beciuase there is no phone number in this country and i can't download the support app becuase my app store wont work. Any advice?

I have cancelled all my subscriptions but even though listed as cancelled, one remians active until Dec 31st. I want to contact apple to have this manually removed, but can't contact them and am going round in circles. I jsut want to talk with someone. Any ideas?I've followed the link you've shared but it just takes me to the same place.

I'm just going around in circels and want to cry.
