How can I stop Sequoia from spreading image from changing to full screen

I like to move and resize images around the screen or changes their sizes when working on my 27-inch desktop screen. Since I upgraded from Sonora to Sequoia 15.7 almost every time I try to move or resize an image, it spreads the thing over the whole screen, and I have try very carefully to resize everything to get the combination of images I want. How can I stop MacOS from doing that? It's maddening when I am trying to work with two field and one keeps covering the other.

Have you turned off Apple menu > System Settings > Desktop & Dock > Drag windows to menu bar to fill screen?

I turned off both Apple menu > System Settings > Desktop & Dock > Drag windows to menu bar to fill screen and Apple menu > System Settings > Desktop & Dock > Drag windows to screen edges to tile

and it seemed to stop.

Then I started having Mail start filling the screen when I woke the Mac with Mail the front app on the Mac. Is there some other magic little trick to stop that.
