What to do if AirPods Pro 3 voice recognition fails?

I have new AirPods Pro 3 and am trying to get vocal shortcuts to work. My iPhone is a 13 running version 26.0.1. I go through the setup with the voice recognition but it doesn't seem to work on the phone or my AirPods.
