Accepting mp4 video files from WIN11 pc

I spent over an hour earlier with an Apple Support expert who could see my desktop and he waS UNABLE TO MOVE MY MP4 VIDEOS ACROSS TO AN IOS EVIRONMENT WITH ANY CERTAINTY AND WHEN SOMe seemed to be downloaded I cnow cannot find them
