Songs from same artist/album "sticky" during shuffle in iTunes for PC

When shuffling playlists, especially larger ones, in the Windows version of iTunes, it always grabs a random, indeterminate number of songs from the same artist/album and throws them into the queue consecutively, essentially negating the random shuffle functionality. See example. This does not happen when playing the same lists on iPhone/iPad, only from the desktop. This is a longstanding frustration. Is Apple aware of this issue and is there any sort of known remediation? TIA
