Can’t reset iCloud password

Hey there, I’ve been trying to reset my iCloud password as I’ve forgotten it, and every time I try to do it it just sends me in a circle saying there’s not enough information to verify my identity an to provide my phone number and phone password and every time I do it just asks me for the same information over and over again. I’ve also tried going to the iforgot website but I get the same outcome
