How to force USB tethering without activating WiFi-Hotspot?

When connecting one of my two iPhones with SIM-card for data use (iPhone SE with iOS 15.8.5 and iPhone 12 mini with iOS 18.7.1) with an original USB-C-cable (to lightning) onto my Windows 11 PC it seems to be completely arbitrary whether the internet connection is going to be established with WiFi-Hotspot or by USB-Tethering. When connecting the USB-cable sometimes I am asked whether to allow access to photos (then USB-Tethering does not establish), or whether to trust the PC (then USB-Tethering is established).


Btw: on iPhone SE with iOS 15 the "personal hotspot" icon in the control panel can switch between the three states "Personal Hotspot Discoverable" and "Personal Hotspot Not Discoverable" (when "Allow others to join" is turned on in the settings) and "Personal Hotspot off" (when "Allow others to join" is off); iOS 18 never shows "not discoverable".


When using one of the iPhones sometimes USB-Tethering is working (on PC Ethernet-Symbol is show on PC), sometimes not (then WiFi-Symbol is showing on PC).


How to force USB-Tethering and NOT activate WiFi-Hotspot?
