Followed instructions to turn off messages from iCloud but “messages” is not an App option in the iCloud settings. I have shut off sharing messages to iCloud on my iPhone but still am getting messages on my MacBook

Did you also check on your iPhone/Settings/Messages/Text Message Forwarding -> (Your MacBook Pro) -> Off?
Yes. Text message forwarding is off on my iPhone
