Voice Control continuously turns on with earbuds and headphones

I have tried everything Bluetooth is off voice control is off every single thing that would allow AI or voice control in my phone is off and the thing keeps coming up whenever I plug my Apple earbuds in. I use it for sleep apps and it's really annoying having voice control ruined my sleep . Has made random calls. Have an iPhone 14 Pro and it's never done this before until I got the updates with apples AI .
