Error-43 when changing permissions on files with 'wheel' user

Trying to change permissions in info panel and move files. Some items have 'wheel' as a user.

Wheel is a normal system admin user that is internal to macOS. Don't mess with it or its permissions.

What are the files you are trying to work on & move?

-43 is usually a file or directory not found error, or something related to that.

There are parts of macOS itself that are read-only and block root (sudo) access, as well
