Safari no longer moving tabs between windows

Since Tahoe, when I drag a tab over another window, it makes it a new window instead of a new tab.

Any way to fix this? This is a feature I use constantly and it will cost me money through reduced productivity if I can't change it back. Already looked through the settings.

(Now I have to copy the URL, open a tab, paste the URL. Times that by a few thousand times a day and believe me it adds up. So I'm a tad grouchy).

(Also, why is Tahoe not a topic tag?)

Understandable. I appreciate becoming accustomed to a particular workflow, but dragging a tab into another Safari window is not something I ever thought about doing. It's irritating when a software upgrade breaks your routine.

I am only answering because no one else had any better ideas yet. Which brings us to...
