Two sources of Apple cash
I have $23 dollars in Apple Cash from cash back. I also have Cash Back with about $200. How do I access the Apple Cash account with $200?

Where are you seeing these $200 from Cash Back exactly?
There is only one Apple Cash account, and you can access it in the Wallet App, under the Cash Card there.
There is no other Cash account anywhere else to access.
Perhaps you are confusing the Apple Account balance for purchases in the iTunes, iBooks and App Stores with a secondary Apple Cash account?
