It says to change the shortcuts double click but it does not work !

I thought the previos version was bad but Tahoe is bloated, IDEs leak memory and stuff does not work.

It is working fine for me.
Where exactly are you double-clicking?
It is supposed to be ON the shortcut, not just in the row.
