I do not believe that you can uninstall the News app.
These days, most applications that come bundled with macOS live on a cryptographically-signed sealed system volume. When the Mac starts up, it checks to see whether the contents of the volume match the signature, and should there be a mismatch, the system will not boot. If the contents do match, the Mac won't even run directly from the volume. Instead, it creates a read-only APFS snapshot and runs from that.
This hardens parts of macOS that are normally read-only against malware attack – but also means that there's no good way to delete preinstalled applications stored on the signed sealed volume.
A few of the largest applications on your Mac – Pages, Numbers, Keynote, GarageBand, and iMovie – live outside that area. You download updates to them via the App Store, and presumably if you really wanted to delete them, you could.
As for what you are seeing on the Desktop, I believe that is a widget. Try right-clicking on an empty area of the Desktop, and selecting "Edit Widgets…". Then, when a "-" sign in a circle appears at the top left hand corner of each of the widgets on the screen, you can click on the one for the widget you don't want to make it go away.

Uninstall the Widget as Servant of Cats explained, but from what you describe you might also want to stop the News app from sending you Notifications. To do that use System Settings > Notifications, find the News app, then de-select "Allow Notifications".
You can also remove the News app from the Dock. Click and drag it out of the way until "Remove" appears, then release.
