Blank spot in safari

When I use safari a wide white band covers half the screen and I don’t know how to get it off. In the picture below the blank spot is there and you can see Uber the tool bar circled in red the rest of the page. When I scroll up it goes away but if you scroll down it comes back and covers half the page again. How do I remove this? I just got this phone and hate it.
