iPod touch 7th gen stuck on Kaiser Health sign-in screen during setup

Hello - Got an iPod touch 7th gen. from ebay - it was marketed as a new, sealed product, and was shipped from China. Packaging looked new. Battery was working. I tried 3 times now to set it up and each time cannot get past a screen to sign in to something called "Kaiser Foundation Health Plan, Inc..." and granting them Remote Management access to my new ipod. Even resetting, restoring, and erasing and reloading my music files into the ipod, and even restarting it in recovery mode does not get me by this Kaiser Health sign-in page. It pops up after choosing country and language, and setting up wi-fi , when choosing how to restore apps, etc., whether I try to restore from the computer, icloud, or not at all. Can't get in or go back except to loop back into this dead end. A dummy user name and password didn't work. I just want to set up this ipod so I can get my music collection accessible in my car via bluetooth. Anyone?
