Send an iphone as a gift to my friend in USA

No sorry, you can't order an iPhone from Apple Canada, to be delivered in the US. Why not buy your friend an Apple Gift Card, and let him use it to buy the iPhone he wants in the US, where he lives?

Edit: I was incorrect in recommending an Apple Gift card. If purchased in Canada, it will only be valid in Canada.

Honestly, either send your friend the money to buy the iPhone themself or if you know someone in the US, ask them to buy the phone for your friend, then reimburse them.

The phone would need to be purchased via a U.S. Store (either online or Brick & Mortar)

You can't order from the US store unless you have a US issued payment method.
