Is the Recycled Cobalt true?

I saw an article back in 2023 about Apple vowing to use recycled cobalt in their batteries by 2025. I have also seen people speculate about the effect recycled cobalt has on battery life, but I have yet to see official confirmation in 2025 that Apple has actually switched to completely recycled cobalt. Does anyone have confirmation from Apple themselves that all their batteries (phone and computer) use 100% recycled cobalt? and can we confirm this is in all markets, since I often don't trust when US news sources claim things are universal when often they just apply to the US.
