I have outlook open on safari. there is no "X" option to close it. It's using excessive energy. I've tried
Quitting safari
Force quitting safari
Restarting macbook
Force restarting macbook
I mean it still there. I can't get rid. Any ideas?

Are you sure Safari is completely closed when you quit it? Try a Force Quit (> Force Quit) and double-check the Activity Monitor (in the folder Applications > Utilities) that Safari is indeed closed. Then reopen Safari with the shift key.
Quit Safari and reopen it while pressing the Shift key.
