Magic Mouse not responding to hand movements on screen

I have checked it is fully charged, bluetooth is on and finds the mouse, but every now and then it ignores my moving it and seems to hover on the page however I move my hand

Original Title: my magic mouse frequently ignores my hand movement and won't move on the screen unless I get cross and bang it down!
