Private browsing bypasses fingerprint authentication on iPhone

how do i make it so private browsing cant be used? i've been in my settings and made it so you need to use a fingerprint for it but when i click on private browsing it doesn't need a fingerprint? i just want to get rid of it so how do i do it please and thank you
