Clean up pop up keeps appearing on iphone

I keep getting a “clean up” pop up on my iPhone. No option to x out. Only options are to cancel or accept. I have not tired accepting but I did try the cancel button which set off a buzz like an alarm. The only way I found to get out of it and stop the alarm is to swipe it off the screen. It keeps returning I believe with more frequency. How do I stop this? I have tired shutting phone down and restarting without success.
