Shuffle All Wallpaper, Continuously, Does Not Work

Macbook Air (2025) on Tahoe 26.1 - I have accessed Wallpaper, chose 'Shuffle All', and put the cycle to 'Continuous'. It has not worked, only showing a single static default image. I read somewhere that the bug could be tied to a screen saver setting from Sequoia - I checked. Screen Saver was not on, so I changed it to come on in 10-mins with 'Automatic' selected. This did not fix the issue. The wallpaper should be actively 'moving' as well, but is not.
