Purchasing AppleCare+ after 60 days of buying a new iPhone

if someone purchases a new iPhone and doesn’t activate Apple care + within 60 days can they purchase insurance a year later?

No, you can't. You had 60 days. You didn't do it when it was available. It's no longer an option to purchase. That said, Apple did implement a new plan this year called AppleCare One. If you buy another eligible device and choose to add AppleCare+ to that device, you may be able to add your iPhone to the AppleCare One plan. For example, if you were thinking about buying a new Apple Watch and you chose AppleCare+ for the watch, you could make it an AppleCare One account and add your iPhone. It would cost you about $21 per month.

On a final note, many carriers offer insurance you can add to your cell phone, pretty much anytime. It wouldn't be through Apple, but would be through whoever your carrier uses for insurance claims. Personally, I wouldn't want one from my carrier as I'd only want Apple to touch my iPhone if something goes wrong, but it is an option you might want to consider.
