Feedback Assistant failed to Accept submission of feedback

I ran into a bug with Xcode where Automatic signing failed with the error:

Xcode failed to provision this target. Please file a bug report at <https://feedbackassistant.apple.com> and include the Update Signing report from the Report navigator.

When using Feedback Assistant, I provided all details and when clicking on [Save] which saves as Draft or [Submit] which brought up another window to [Cancel] or [Accept] the data to be submitted. Clicking on [Accept] does nothing (apparently) except close the popup and does not appear to change it from Draft to Submitted.
