And the reason that emojis are handled by a third party is so they are compatible across all device manufactures. Emojis are not actually pictures that are sent, they are only character codes, just like the keys on your keyboard, and each code has a emoji assigned to it by the Unicode Consortium that appears on your screen.
If each manufacturer used a different code to represent an emoji, then could you imagine if you sent a ThumbsUp emoji from one device and that code was used on another device as ThumbsDown. That would not be good.
Newer iPhones do have a feature called Genmoji that allows you to create any picture you want that appears like an emoji on any device, but technically it is not an emoji and just a picture you can send in apps like Messages.

They don't exist. The Unicode Consortium is the sole authority on what emojis get added to the set. There's also no Memorial Day. Or Labor Day. Or Easter. Or lots of other nation or religion specific emblems.
Heck, they've even declined the poppy, which is usually associated with WWI and Veteran's Day.
Emoji are handled by the Unicode Consortium, not Apple, and the allowed space and codes are limited. Not everything can or will be added to them.
