Apple Pay is not available to set up after switching between Apple IDs

Has anyone faced issues with Apple pay after switching between Apple IDs?

I recently upgraded from Apple 11 Pro to Apple 17 Pro, and successfully set up apple wallet on the new phone at first. But when I changed Apple ID account, Apple Pay was switched off. After logging in under my old primary Apple ID, I now can’t set up Apple wallet anymore (“an error occurred while setting up Apple Pay”).

I’m from Russia, so Apple Pay doesn’t work here officially, but I have international cards and haven’t had any issues with setting them up before that. Seems like switching between account messed everything up. Support also doesn’t officially work here for Russia :( if anyone could help I would be very thankful
