Yes, as correctly mentioned above, Notes will work offline.
This iPad might also pair with an external Bluetooth keyboard, as well.
The model is unclear, though. iPad 2nd gen was sold from 2011 to 2012. iPad Air 2nd was sold from 2014 to 2017.
Some of these really old iPad models can potentially be difficult to activate and to transfer ownership too, AFAIK.
The built-in Notes app should let them do that.
I checked my e-bay bids and the bid I’m winning so far is an I pad Air 5th gen.

I’m not familiar with that keyboard. Most Bluetooth keyboards will work.
That iPad Air 5th was sold through 2024, and can run iOS 26.
