Cannot download purchased music from iTunes to PC

I purchased two songs from iTunes store to download to my PC. I went to my library and found the music files, but I could find no link anywhere to initiate downloads. I checked all of the suggestions in the user guide and some of the instructions did not match the menus/links that I was seeing in the app. I tried reinstalling the iTunes app on my PC but the problem was still present. I've requested a refund for the two songs that I could not d/l, but I still want to get music to download. This was not a problem when I was downloading songs a year ago.
