If you want to select multiple files consecutivey, one way is to select the first file then while holding the mouse button, simply drag the mouse down to highlight all the files you wish to select then release the mouse button.

If the files are not consecutive and you want to select a bunch of individual files, you can press the command key and while holding the command key mouse click each file individually.

Shift-click works fine to select multiple files in icon view for me (in folders, also on the desktop). It functions like Command-click in that it selects (or deselects) discontinuous files, unlike other views where Shift-click 'bookends' a group of adjacent files.

In icon view, you can also click-drag the marquee then deselect individual files with Shift-click or Command-click.

That behavior is the same in Tahoe as it is in Sequoia.

As it was in every version of the Mac ever since 1984.

This is not the point of the question asked by the Author. I don’t understand why you feel you must deflect from the actual problem.

In Icon View you cannot select one item, move down the list and shift-click to select everything in between which is what the Author is asking.

For the benefit of the OP and rather than assume what is meant by, "unable to select multiple items (jpeg files in Finder) by pressing shift key in macOS," here is what Apple has to say about selecting files in macOS:

In Icon view, there is no list...it's Icon view. List view is different. Apple helpfully defines those differences here:
