How do I stop this pop up from occurring:

Turn on ICloud?

Your network provider may charge for SMS messages used to activate iCloud

it happens every time I regain signal, which is about 80 times a day since I live right on the edge of the cell tower range

The buttons: Turn on iCloud and: Don’t use

Do nothing at all

Disable iCloud. Open Settings, tap on your name at the top, then scroll down and tap Sign Out.

You will see this if your network provider is not an Apple partner.

So does that mean there is any chance to get rid of this pop-up that jumps every 2 seconds?
