HTTP 403 is an HTTP status code meaning access to the requested resource is forbidden. The server understood the request, but will not fulfill it, even if it was correct.

what steps were you following to obtain this software?
Remember that what you get from that download is a disk image file, .dmg.
When you open it, it produces a .pkg file.
When you open the .pkg file, it places the 'Install MacOS X 10.11 El Capitan' file in the /Applications folder.
Only when opening the 'install MacOS ...' file will the actual install begin.
