How to change Screen Time restrictions on iPad without family sharing?

I set up restrictions for my child's Ipad. I want to change them Now, when I click on Screen Time, it says "Screen time has been restricted." There is no where to click to change them.

I found the instructions online that tell how to change the restrictions. However, my screen does not have the option to click on my child's name, like it says.

We don’t have family sharing, and I don’t see my kid’s profile in my settings.

I have already read the instructions linked above. When I click on Screen Time, there are no options for me to click ANYTHING. So, HOW can I re-adjust the Screen Time settings?

Here is a picture of what it looks like when I click on Screen Time. Again, no links are populated, and there appears to be no way to adjust the settings. What do I do?
