Can a purchased ringtone only be assigned to one contact?

When I buy a ringtone, can it only be assigned to a single contact? I have two iPhones and can’t seem to assign a specific ringtone to the same contact on both phones, it will only allow me to assign one purchased ringtone to one contact on one phone.
