Hand Tool icon missing from Preview Tool Bar on MacBook Air

The Hand Tool is absent from the Tool Bar in Preview on my Macbook Air M3 15 Sequoia 15.6. I can activate the Hand Tool with Option-SpaceBar-H but I see no icon for the Hand Tool in Tool Bar or in the choices for customizing the Tool Bar. As you can see here:

That is normal for Preview. There is no Hand tool otherwise.
