If an app is not responding, you can force it to quit: How to force an app to quit on Mac - Apple Support

If launching it again causes the same problem, force it to quit again. Then, press and hold a Shift key while launching the Safari app from Applications or the Dock. Release the Shift key when a Safari window opens.
