iPad (10th generation) stuck on Quick Setup page

Setting up ipad, generation 10. It seems to be stuck at the quick set up page with continuous circles. I have done numerous hard resets, as has Geek Squad. It continues to go straight to quick set up page tries to 'find nearby devices'

If your iPad was recently purchased at Best Buy, seek their assistance in exchanging or returning it.

That gives me continuous circle action as well. Finally got to the page where I can put in the passcode and that page has been circling for 14 hrs at this point.

Is my ipad toast?
