iCloud Documents folder permissions

I'm trying to set permissions on the Documents folder on iCloud and the permissions don't show when I click get info on Tahoe. I get that panel on all the sub-folders, but I don't want to do each one individually. What am I missing? I am logged in as Admin

You cannot set permissions for the top level or the Documents/Desktop folders in iCloud Drive. Only someone logged into your user account can access your iCloud Drive, the solution is to create other user accounts on your Mac. If you want to share iCloud Drive files with those other users, you can do so.

Set permissions to what exactly and why...

There should be no permission issues.

When I look at the "Get Info" it doesn't show the usual access rights and I want to restrict other users from those files.

Other user should have their own account, or the guest user...(?)
