Is it possible that the Company your retired wife worked for did, not properly prepare the computer for Personal Use ?
Generally, Company Owned and issued Apple Computers are enrolled in a MDM ( Mobile Digital Management ) services like Jamf, InTune and the like
It is possible , the Company is still controlling the computer remotely and will not allow a reinstallation
As long as the computer Serial Number is in the MDM database . they have control over the computer, what can and can not be done with the computer
