Moving passwords from Notes to Passwords app

You'll have to copy/paste your passwords into a spreadsheet program (Numbers, Excel) then save it as a .csv file. Then use Passwords app > File menu > Import.

May take some fiddling to determine the best format, especially since you may not have stored the information Passwords can store (e.g, the URL(s) for the sites, etc.).

Personally, I would just go one by one, and unless you're routinely using different strong passwords let the Passwords app make new ones for you, and if offered to use a Passkey choose that option as it's more secure.

Historically the dedicated Keychain Access.app held/managed passwords...

The new Passwords app automatically incorporated the passwords from there; iCloud Keychain data is/was the Keychain Access.app and managed accordingly...moving forward in Passwords.app and synced in iCloud.

This sync's across your devices under the same AppleID/Account

If your Notes is some sort of backup— I would maintain that backup there, or other...if that is your desire.
