ACL disallowing delete applied to all files in home directory during Tahoe upgrade

I upgraded my M1 Macbook Pro from Sequoia to Tahoe (26.0.1) and after the upgrade all of the files in my home directory had an ACL that must have been caused by the upgrade. They all have permission as seen with "ls -le" like this:

-rw-------+ 1 derek staff 834 Feb 16 2011 foobar.txt

 0: group:everyone deny delete


This has caused a lot of problems. Apps that store settings files in the home directory have problems saving new settings and I cannot remove files with using "sudo". I did discover the command "chmod -N" which removes these ACLs but hesitate to do that recursively to my home directory as there could be some files with valid ACLs that I do not want to remove. Has anyone else seen this happen?

That ACL is usually associated with core macOS areas such as the hidden "~/Library" folder within the home user folder.


Where are these items within your home user folder?


Were these files you created or you acquired from another source?


Are/Have these files being synced to the cloud (iCloud or third party)?


Is File Sharing enabled for that location or those items?
