If you can't dismiss that offer by clicking the small X towards the right near the top:
Try restarting your Mac (Choose Apple menu in top menu bar > Click Restart) Wait for Mac to restart and sign back in to check if you can access the Music app now.
(ie: restarting deletes temporary files, re-establishes connections, may update the subscription changes you made, and often restores order if something is not working as expected.)
