How do I fix app limits not working for specific apps on iPhone?

I can't believe Apple STILL has not fixed this issue. Time limits/app restrictions not working on certain apps. So many people have this issue. I have an iPhone 14 and my son has an iPhone 11. We both upgraded to the new ios. I have tried every trouble shooting thing from basic restarts to signing all the way out and reinstalling and still, not every app responds to time limits. It used to be youtube. Now, it is Roblox and Brawl Stars. The 30min limit is up and every other game goes dark and he can't play. Those 2 games are still available. This is infuriating. Apple needs to fix this.
