How can I recover info from an lost iPhone with a version iOS 13.1.2 that has a different account that mine using my iPhone

iPhone SE (3rd generation)

By logging in a replacement phone to that “other” Apple Account …

… and then reastoring the lost phone’s backup onto the replacement.

It depends upon what kind of data and what other equipment you have. Some things you can download by signing into iCloud.com with a web browser and use the apps on the web page. I routinely get my photos that way.
