Those instructions should work, but if you installed Google on your Mac there is a possibility one or more of its system-altering components is doing something to interfere with Safari.
Installing Chrome also brings the entirety of Google's invasive system modifications that are completely and unnecessary to its Chrome browser component. Try completely uninstalling it, making sure all Google's components are completely and thoroughly eradicated, and then repeat the steps described in If Safari doesn't open a page or work as expected on Mac - Apple Support.
Should the behavior continue, the next step is to download and run EtreCheck. Unlike Google and things like it, EtreCheck does not require an installation procedure nor does it require a complimentary uninstallation procedure. Just download it, run it, copy its report, and post it here. For illustrated instructions refer to How to use the Add Text Feature When Posting Large Amounts of Text, i.e. an Etrecheck Report - Apple Community.

I thought at first it had worked! Then realized it hadn't-I was browsing back in Chrome. I have spent so many hours on this now and just wish I could go back and never have gone ahead with the Tahoe update. Is there a way to uninstall that and revert to a previous OS?

I can open Safari and i can use the search engine to provide options for what I am searching on, but if I click on one of the options it won't navigate to that page. If I access my favorites under bookmarks none of my prepopulated logins and passwords work OR i get this message: "Sorry! Something went wrong
Is your network connection unstable or browser outdated? "OR " Unsupported Browser"
i am using Safari Version 26.0.1 (21622.1.22.11.15). If I switch to Google Chrome and try accessing the same sites, everything works as expected...
