when will the iphone IOS allow the phone owner to determine when a phone disconnects from a hotspot?

Not sure that I fully understand your question.

When your phone is serving as a hotspot, you can turn it off.

Alternatively …

When your phone is connected to a hotspot (via WiFi) you exercise control over that connection as well.

Please clarify if I’m missing something.
